Breaches
Officers of the radiation protection state supervision and control, following the provisions of the Code of Administrative Law Violations, provisions of legal acts establishing radiation protection requirements, have the right to issue the protocol on administrative law violation, apply the penalties or present all collected material on violations to municipality courts. After examination of protocol on administrative law violations and other collected information on violation, decision on administrative law violations can be taken only by director of RPC - chief controller of radiation protection state supervision and control and heads of departments - senior controllers radiation protection state supervision and control have the right to make decision on administrative law violation.

Results

Licensees pay increasing attention to implementation of radiation protection requirements, however breaches still take place. The most common ones are the following:Belated provision of information for correcting annexes of a

license;

Belated provision of information on annual source stock-taking data;
Overdue quality manuals;
Overdue radiation protection instructions;
Overdue occupational exposure and workplace monitoring programmes;
Overdue checks of personal protection means;
Overdue quality control tests.



Upon finding a failure to meet or breaches of requirements regulating radiation protection administrative sanctions were applied against licensees (Fig. 1). In 2009 5 acts of administrative law violation were issued and administrative sanctions were imposed.
