Radiation Protection Centre participating in an international emergency response exercise ConvEx-3 (2017)

     On the June 21-22 Radiation Protection Centre (hereinafter – RSC) is participating in an international emergency response exercise prepared in the framework of the Early Notification and the Assistance Conventions (ConvEx-3), organized by International Atomic Energy Agency.

 

The goals of this exercise are:

 

  • to evaluate the possibility to apply the National Plan for Protection of Population in Case of Nuclear Accident (hereinafter – Plan) in a case of severe nuclear emergency outside the territory of Lithuania;
  • to evaluate the institutions capabilities to carry out the functions assigned in the Plan;
  • to test the process of a forecast of the nuclear emergency development and consequences assessment;
  • to evaluate state laboratories capabilities to perform laboratory measurements of environmental samples and to communicate the results of the measurement at national level; 
  • to test the notification, communication and exchange of information system between the state institutions;
  • to assess public communication strategy.

 

     More than 80 states and 11 international organizations take part in the exercise. Lithuanian institutions are participating in the ConvEx-3, such as The Office of the Government National Security and Crisis Management Unit, The Environmental Protection Agency, The State Nuclear Power Safety Inspectorate, The State Fire and Rescue Service under the Ministry of the Interior and Lithuanian Hydrometeorological Service.

 

     According to the exercise scenario, severe nuclear emergency occurred in one of European Union member states, which can have international consequences.

 

     On the 21 June 2017, RSC Emergency Operations Centre (hereinafter – ESOC) was activated. ESOC group’s representatives assess the information, carry out prognosis of the event and provide recommendations to the public. The State Border Guard Service under the Ministry of the Interior, The Customs of the Republic of Lithuania and State Food and Veterinary Service was informed about a credible threat due to nuclear emergency in one of European Union member states and was informed about strengthening radiation control of arriving transport, cargo and people on border control. During the exercise, measurement of environmental water samples was performed and a result of the measurement was communicated at national level, also the radionuclides dispersion prognosis was performed.

 

     Participation in the international emergency response exercise provides an opportunity to better prepare national emergency response in a case of major nuclear emergency and identify the possible consequences for Lithuanian residents.
