GENERAL INFORMATION 
 

    According to Article 30 of the Law on the Radiation Protection and the Paragraph 2 of Article 8 of the Law on the Management of Radioactive Waste Radiation Protection Centre (RPC) issues permits to transport radioactive materials and radioactive waste. If radioactive substances contain nuclear material, State Nuclear Power Safety Inspectorate is involved in process of issuing permits.

    The order of issuing of permits for the import, export, transit or transport in the Republic of Lithuania is determined in the Regulations on import, export, transit and transpor of radioactive materials, radioactive waste and spent nuclear fuel in the Republic of Lithuania, approved by the Order No V-1271/22.3-137 of the Minister of Health and Head of State Nuclear Power Safety Inspectorate on 24 December 2008 (further in the text – Regulation).

 

Regulations are applicable for:

 

– Import, export, transit and transport of radioactive material in Republic of Lithuania;

– Transportation of radioactive waste and spent nuclear fuel in Republic of Lithuania;

– Transport of radioactive waste and spent nuclear fuel between Member States in cases, when Lithuania is the State of origin, destination or transit and quantity and activity of radioactive waste and spent nuclear fuel exceeds levels, prescribed in the Table 4 of Hygiene Standard HN 73:2018 “Basic Standard of Radiation Protection”.

 

Regulations are not applicable for:

– Radioactive material that is an integral part of the means of transport;

– Radioactive material transported within an establishment that is subject to appropriate safety regulations in force in the establishment and where the movement does not involve public roads or railways;

– Radioactive material implanted or incorporated into a person or live animal for diagnosis or treatment;

– Radioactive material in consumer products that are approved by RPC, following their sale to the end user;

– Natural material and ores containing naturally occurring radionuclide which are either in their natural state, or have only been processed for purposes other than for extraction of the radionuclide, and which are not intended to be processed for use of these radionuclide provided the activity concentration of the material does not exceed 10 times the values specified in The European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) A and B technical annexes and in the Regulations for the safe transportation of the radioactive material, No. SSR-6 (Rev.1) 2018 m.

 

Prohibited:

– to transport radioactive materials by post mail;

– import radioactive waste to the Republic of Lithuania, except of the radioactive waste transit through the Republic of Lithuania or return to the Republic of Lithuania as a country of origin.

 

Issuance of authorizations:

    Pursuant to Paragraphs 1–4 of Article 30 of the Law on Radiation Protection, the import, export and transport of radioactive materials are permitted only after obtaining a permit for the transport of radioactive materials issued in accordance with the Regulations.

    With regard to the import of sealed radioactive sources, Paragraph 2 of Article 24 of the Law on Radioactive Waste Management provides that radioactive sources may be imported into the Republic of Lithuania if they are planned to be returned to the supplier of radioactive sources after use (person must to provide the official written letter, that the manufacturer is certifies that they will take back disused radioactive sources).

   The consignee must make a contract with Radioactive Waste Manager for the management of sealed radioactive sources in cases, if due to unforeseen circumstances there are no possibilities to return them back to supplier, and to insure for amount of Radioactive waste manager services, except the cases in which sealed radioactive source (only category IV and V and their half-life not exceeding 100 days) will be used and stored until it can be to remove from regulatory control.

 

State duty for the authorization:

    For issuance of the Permit for the import, export, transit or transport of radioactive materials or radioactive waste, the applicant must pay the state duties (fees), which value/rate is established by the Government of Lithuania in Resolution No. 1458.

 

Payment sum:

  1. Permit for the transport of radioactive materials issued by the Radiation Protection Center - 61 Eur;
  2. The duplicate of permit for the transport of radioactive materials issued by the Radiation Protection Center - 32 Eur;
  3. Permit for the transport of radioactive waste, except for radioactive waste generated during the nuclear fuel cycle, issued by the Radiation Protection Center - 61 Eur;
  4. Duplicate of a permit for the transport of radioactive waste, except for radioactive waste generated during the nuclear fuel cycle, issued by the Radiation Protection Center - 32 Eur;
  5. Standard document granting the right to import radioactive materials into the Republic of Lithuania from a Member State of the European Union, which is approved by the Radiation Protection Center - 54 Eur;
  6. Standard document granting the right to export radioactive materials from the Republic of Lithuania to a Member State of the European Union or to transit through the Republic of Lithuania between the Member States of the European Union, which is harmonized by the Radiation Protection Center - 54 Eur.

  • State fee for the issuance of a duplicate permit for the shipment of radioactive waste;
  • State fee for approval of a Standard Document;
  • State fee for harmonization of the Standard Document.

The issuance of Permits to transport radioactive materials in the territory of Lithuanian, import from non EU countries, export to non EU countries

   The consignees are required to provide RPC following documents:

– The duly completed form (annex 2 of Regulation);

– The contract with Radioactive Waste Manager for the disposal of the disused sealed radioactive sources.

– Insurance for the amount of the Radioactive Waste Manager services.

– The obligation of consignor to receive back the disused sources.

 

The issuance of Permits to transport radioactive waste inside the Republic of Lithuania

    The holders of radioactive waste are required to provide RPC the duly completed form (3 annex of Regulation).

 

In order to acknowledge Standard document to transport radioactive materials between EU

    In order to acknowledge Standard document to be used pursuant to Council Regulation (EEC) no 1493/93, applicant shall provide these documents:

– Free-form application to acknowledge the Standard document, where must be included the carrier of radioactive material.

– Duly completed Standard document (6 annex of Regulation).

– The contract with Radioactive Waste Manager for the disposal of the disused sealed radioactive sources.

– Insurance for the amount of the Radioactive Waste Manager services.

– The obligation of consignor to receive back the disused sources.

 

The issuance of Permits to transport radioactive waste from non-EU countries to Lithuania

   The consignees of radioactive waste are required to provide RPC the duly completed form (7 annex of Regulation);

 

The issuance of Permits to transport radioactive waste from non-EU countries to non-EU countries when Lithuania is the first transit country

   The person who is responsible for management of this type of shipment in Lithuania is required to provide RPC a duly completed form (7 annex of Regulation).

 

   All documents, related to radioactive materials or radioactive waste transportation for RPC shall be submitted no later than 10 days before the expected radioactive materials or radioactive waste transportation.
